OSD PARCA Agile and EVM Meeting

     I was invited to participate in the Office of Secretary of Defense (OSD) Performance Assessment and Root Cause Analysis (PARCA) meeting on Agile and Earned Value Management (EVM). The meeting was held on February 19th and 20th and was arranged by the EVM Division of PARCA. The EVM Division is responsible for the EVM Central Repository, EVM Interpretation, and Communication; and to facilitate timely, accurate and equitable EVM implementation across the Department of Defense. The meeting was well attended by both government stakeholders like the Defense Contract Management Agency (DCMA) and major government contractors. 


    There were several important ‘ah ha’ moments for me during the meeting. The first was the Agile and EVM dialog has transformed from ‘why would you want to apply EVM to Agile projects’ to ‘how do you apply EVM to Agile projects’.  Secondly, the ideal solution will strike the right balance between allowing Agile teams to be flexible and unencumbered with un-necessary reporting; while maintaining adequate project controls.  Finally, the methodology and processes for implementing EVM on Agile projects has begun to converge on a common solution which was briefed by several major government contractors and KMSG.  The salient points are as follows:


1)      Disciplined Agile release planning and estimating are critical

2)      Maintain only down to the Feature level in the Integrated Master Schedule (IMS)

3)      Manage the Sprints and User Stories in an Agile PM System
