EVMS Assessment

Federal Agencies and Department of Defense programs must comply with Office of Management and Budget (OMB) and Federal Acquisition Regulations (FAR/DFAR) as well as ensure effective project oversight by requiring Contractors have a certified Earned Value Management System (EVMS). The EVMS should integrate program scope, schedule and cost objectives; establish a baseline plan for accomplishment of program objectives, and use EVM for performance measurement during execution of the program. KM Systems Group (KMSG) offers proven EVMS review and validation solutions for Federal Agencies and Government Contractors aimed at establishing compliance with the ANSI/EIA-748 EVMS Standard. Our services focus on the review of people, processes, and tools as they relate to the five Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK) process areas.


Earned Value Management System Progress Assessment & Independent Validation Review


In support of our commercial customers who are contractually required to implement an ANSI/EIA-748 compliant EVMS, KMSG provides EVMS Progress Assistance Visits (PAV) and Independent Validation Reviews.


Capabilities:

  • PAV Services: Executive and Control Account Manager (CAM) interviews to prepare a company for the formal DCMA or other Federal Agency certification process.
  • Data Traces: Assess the veracity of data and provide a findings report regarding compliance with the 32 guidelines required by the ANSI/EIA-748 EVMS standard.
  • Independent Validation: Validation of a Contractor’s EVMS resulting in an Agency letter of approval or corrective action plan.


EVM System Certification & Surveillance


KMSG works with Federal Agencies to perform EVMS certifications, surveillance and corrective action plan reviews

  • EVMS Certification: Comprehensive review of the Contractor’s EVMS documentation. Perform data traces and interview Executives and Control Account Managers (CAM’s) to assess compliance with the EVMS Standard (ANSI/EIA-748).
  • EVMS Surveillance: Ensure ongoing EVM policy compliance with the 32 guidelines required by the ANSI/EIA 748 Standard and data reliability for Federal Agency programs.
  • Corrective Action Plan Review: Assesses the contractor’s progress towards achieving the corrective actions issued in response to an EVMS certification which is deemed to be deficient.


Integrated Baseline Review (IBR) Training & Support

A successful project controls process is dependent upon your organizations ability to establish a valid Performance Measurement Baseline (PMB). If these parameters are erroneous, high risk, unsubstantiated, or unrealistic, the likelihood of achieving the program objectives on schedule and within budget is significantly reduced. KMSG provides training and facilitation support for Federal Agencies to develop and document an achievable PMB.


Capabilities:

  • IBR Support: Includes an extensive review of contractor documentation and data, Control Account Manager (CAM) interviews, and a detailed IBR Report.
  • IBR Training: Hands-on training not only reviews the objectives of an IBR, but provides step-by-step guidance and interview tips to facilitate the completion of an effective IBR.
